What is implementation of law?

There are many implementation of law in every field of life. When ever any body will violate from any social or legal obligations he will be punished either in the form of code or social system, like jirga system in ever rural areas. To run every smoothly straight binds some acts which are called laws. To implements law in every field of life there should must some strong judicial organization which can make a proper procedure for the implementation of law .No piece without law.
